HCES CHAIR
Kathleen Chu
Ms. Chu is a Principal at Bowers + Kubota Consulting, who oversees the Company’s integrated design services of planning, civil engineering, architecture, electrical engineering, and landscape architect. She is the former Area Manager and senior project manager in Jacobs’ (formerly CH2M HILL) Honolulu office of 70 employees. With more than 30 years of experience, she is experienced in transportation policy, planning, and design, pavement design, hydraulic design, stormwater quality measures, site development, wet utilities, and construction services in both the private and public sector. Through this diverse background in civil engineering, Ms. Chu has managed projects which involved extensive collaboration and negotiation with both private and public entities, as well as the public at large, including coordination with various utility agencies and significant right-of-way acquisition.

Michelle Manuel
Michelle Manuel is a project civil engineer with Bowers + Kubota Consulting. She attended the University of Hawaii at Manoa and graduated with a bachelor’s degree in civil engineering. She specializes in infrastructure and site development design in Hawaii and has design experience on various roadway, waterlines, and City projects.

Scott Shiraishi
Scott Shiraishi is a Project Manager with Ronald N.S Ho & Associates. His design experience includes highway and roadway lighting systems; interior and exterior lighting systems; building interior power and telecommunications systems; emergency generator systems, residential subdivision infrastructure; commercial subdivision infrastructure; computer support facilities; primary, secondary, and telecommunications site distribution. He attended the University of California at Irvine and graduated with a bachelor’s degree in electrical engineering. In his spare time he enjoys playing and coaching soccer.

Alicia Suzuki
Alicia Suzuki is the Hawaii Operations Group Leader for Kennedy Jenks. She leverages her Civil Engineering degree from UH Manoa to tackle Hawaii’s water and wastewater challenges, working closely with clients to develop creative and sustainable solutions. Alicia has served in various roles for HWEA, ASCE and AWWA. She enjoys sci-fi and dystopian books, and adventures with her husband and toddler.
HCES IMMEDIATE PAST CHAIR
Lindsay Nakashima
Ms. Nakashima is Bowers + Kubota Consulting’s 2nd Deputy Civil Engineering Manager specializing in infrastructure and site development design in Hawaii and Guam. She has experience on various roadway, commercial, residential and resort projects. She has also coordinated, participated in preparing numerous traffic studies in Hawai‘i. Through her design project experience, she has prepared numerous drainage studies, site grading assessments, erosion control plans and studies, and National Pollutant Discharge Elimination System (NPDES) applications, City permits, developing best management practices (BMP) plans and mitigation measures. She has also completed engineering analyses and conceptual designs for environmental impact statements. She has a bachelor’s degree in civil engineering from UCLA, a Master’s in Business Administration from the University of Hawaii, and is a licensed civil engineer in Hawaii. In her spare time she enjoys ocean sports and getting outdoors, drawing and baking with her daughter, watching movies with her son, and trying different foods.
